It is post mint damage. This is not a cop out but it is sometimes very difficult to tell what happened to a coin other than the fact that it did not come this way from the Mint.
Sometimes, only the original person that did the damage could tell you what happened.
This one could have been dipped in a strong acid. It could have been buried in the soil for awhile and then cleaned to a degree. It's just hard to tell.
Laminations come in all sorts and sizes. If you search the forum you should see plenty. It would be better to see different types rather than just one photo of one type.
