Anyone got any ideas what caused these raised areas on this 1998 reverse? Beside the ONE also notice the UN at top left....

The mark on the E is not raised, so probably post mint damage.

I believe that those are gas bubbles caused by improperly mixed alloys. They can be quite dramatic and plentiful.
