Hello all. I was wondering if anyone knew how to tell if this dollar has a genuine misalignment error?

I could only find one similar auction on ebay, and the seller suspected it was manually cut from an uncut sheet of notes. Is there a good website for paper money errors? Thanks.

Note sold for $20. I doubt it was a real error. The edges looked poorly cut and the serials and seal were in their correct places.
