Wouldn't hazing be in the same category as colored coins? E.g., painted (OK, lacquered) ASEs. I think some would find them attractive while others might find them offensive in the same manner as toning. A blue Ike doesn't do much for me personally.
How is this done? A cobalt salts bath to get that color?

Is that one of those Ikes that had a blue cellophane wrapper? Did somebody get their hair drier too close and melted the plastic onto the Ike?
Sidebar: Watched a History Channel episode today on the last days of the Third Reich in which Ike was highly upset (an understatement, but this is a family forum) with Montgomery who wanted to assume Ike's role as Supreme Allied Commander. Eisenhower showed remarkable patience and, to summarize, wangled a very tactful invitation to Monty to get with the program or be relieved of duty, giving Monty a chance to back off with honor. Only Ike could have done this.

No, it's a brown box Ike in the same encapsulation as the GSA Morgans.

A brown Ike that's blue? I.E. Brown Ike=Blue Ike? Is this another one of your 1964 Peace dollar capers?

I think it is pretty cool looking. Almost looks like something was reflecting the color blue when you took the picture.

Maybe someone that had it before was playing a joke. Brown Ike is Blue Ike? Does the holder look like it was tampered with? It is a nice looking color.

Trying to make an image of IKE look "Almost Pretty" is a big ask. lol
Your point that it was a GSA went over my head. Could you tell me what is a GSA?

Found in a vault somewhere (or a desk drawer, who knows) then sealed and sold....

I always wondered what the brown "simulated wood" box--that only the U.S Mint could dream up--looked like. Maybe it just toned that way from being in the box for 30+ years? But it is an interesting twist--A "brown Ike" that's blue. Was Crystal Gale the former owner? "Don't it make my brown Ikes blue"

GSA (General Services Administration) Gov't agency that has dispersed coins in the past, along with many other items.

I noticed you have a 1972 with the same coloring (just not as intense) in your auction of 5 Ike Proofs
