We can all check the Charlton catalog for example and see what the mintages are for the different P/L sets that came out from 1953 to 1967. Did the mint create additional singles besides the sets? For instance in 1956 there were 5,600 sets produced, does that mean that all the single minor coins came from these sets?

Officially,yes.PL minor coins were not issued individually.

Realistically, the occasional PL coin has been plucked from MS rolls... maybe it was swept up and tossed in an MS bin later , who knows, but it does happen and has happened to me with silver coins. But they weren't marketed separately by the RC Mint themselves. There was always someone breaking up sets though so there was never a shortage of singles.
