I found an interesting article that seems to pretty well sum up the problems at the US Mint:

To me, solution # 4 (Start running the mint like a business) would go a long way toward resolving a lot of their problems. However, as is also pointed out, getting the Mint, Treasury and Congress to accomplish anything is a major undertaking. I hate being a pessimist, but I don't see things improving any time soon.

Why should they. They are part of the government and the way they see it is if you don't like how things are done, move somewhere else.
Or just order you coins from some other place. Or collect Beanie Babies. Or start your own Mint and I'll buy from you. They really just don't care about articles like those anyway.

Actually, I really don't care how they run the place if they could produce a quality product and listen to what the public needs. Congress won't leave the poor guys and no one wants to cut any Government Agency any slack because of political polarization.

They're QC really needs improvement. The last Silver Proof sets I received were horrible. I didn't check them until I read in the Numismatist that people were finding a red residue or powder on the LSCs. I immediately checked mine (2 months after receiving them) sure enough it was on mine too. I'll not make that mistake again.
