#1 112/396 #2 231/352A I believe. The first digit is the obverse and the second is the reverse.

The H is for Horter, the NY City diesinker who signed his work as such. Wilson (Wilson's Medal) was another diesinker located near Horter; and, who apparently worked/exchanged dies with Horter. The central "1" was likely to suggest that the token was the equivalent of one cent. Despite the common usage of these tokens, their status as a money substitute was controversial at that time. Both of these tokens are relatively common patriotics. The "Wilson's Medal" could easily be reclassified as a storecard at some future date; this perhaps, as it advertises the diesinker, in effect.
