Well, let me start by saying that grading a proof requires excellent pics to pick out minute marks or blemishes. Your pictures are kind of pixelated which makes it hard to tell what is on the coin and what is digital noise.
As far as the spots go, I believe that is residue from the planchet wash at the Mint. I have a couple proof Sackies with similar "water spots" but I have no idea how to remove them. The manganese cladding is notorious for toning so I would be afraid of doing much of anything to a proof Sacky.
