It is a roman coin of Emperor Valens minted in Siscia between 364 and 367 A.D. The obverse reads D N VALEN-S P F AVG with his pearl-diademed, draped, and cuirassed bust right. The reverse reads GLORIA RO-MANORVM and depicts Valens walking right holding a Chi-Ro labarum and dragging a captive behind him. The mintmark is a palm branch followed by BSISC. The attribution number is RIC 5b palm.
