Doesn't look like it my friend- photos aren't great as you've mentioned, but even in circulated grades, this variety is pretty plain to see. Looks more likely to be a contact mark. Not insisting it couldn't be, but I'm relatively sure.

There should not be any confusion over this DDO, it is literally a naked eye doubled die with large south spread on the 3 of the date.
