I noticed that there seems a line (die scratch) from the top of her neck to the bottom of her neck. There is something I'm just not sure what it is because most of the line is straight.
Have you ever had one of those days where every picture you take just won't come out right? Today is one of those days but I think I did manage to take a good enough image of the area I'm questioning.

The more I look at this the more I think the queen's image is doubled. Here is another pic.

For some reason there was a lot of this with this effigy. Either on the front of the neck; the back of the neck; the back of the head; or the forehead and occasionally the lettering.

More than likely MD.

Overpolished die, the Royal Canadian Mint is trying to extend the die life. The devices of the die (negative relief) are no longer sharply defined from the fields - the extra metal flows out during the strike. This is commonly seen on the obverses of the 1962, 1964 and 1978 and 1979 strikes.
