I don't think their is really any rhyme or reason for it. Time is one factor, another is how long a bucket of someones change was sitting around before cashed in. One time I went through a box of pennies and found 150 pretty much brand new 1977 pennies, which never happens. I'm always impressed when I find any older pennies, that were barely circulated, as I wonder, where was that penny holed up all this time. I also find with some years that I'll have lot of Denver mints of one penny, but few of the Philadelphia mints. But, it happens, today I went through some rolls, found maybe one 1982 penny, then the next roll, has 8 1982 pennies in it for instance.
