AG-3, pretty close to G-4, but the rim(or lack thereof) is holding it back...

I think it is weakly struck. Look at the obverse!

A good possibility on the obverse, especially IGWT and the date, but the reverse is worn to the rim on the reverse, in a normal wear pattern...
