I found an old thread started by Thad who I consider an expert on this topic:

Unfortunately I was unable to reply to that thread so I will start a new one with my question. Frankly, Thad is the only person I have bought "cartwheel luster" Lincoln cents from and I have enjoyed them greatly. They really break up the what can otherwise be at times a mundane collection.

To my point; I am going to be submitting around 15 coins to NGC in the next few days. Several of these are from Thad and have this cartwheel appearance. Will NGC recognize this as a variety or characteristic of the coin? Should I use the, "Varietyplus" option to have them look at this? It costs an extra $10 per coin.

Opinions welcomed. Thanks.

Not that I know of (I am kind of a noob though). I do know that luster is a big part of grading though, the better the luster the higher the grade (as opposed to a exact twin of the coin lacking luster).

It is nothing more than a sign of strong original mint luster and an assurance that the coin is uncirculated. Sending them for the VarietyPlus designation won't do a thing since there is no variety to attribute and it is definitely not the same thing as strike quality descriptors such as DMPL, FH, FBL, FS, etc.
