I have a similar $1 coin that looks like the year has been gouged out possible similar to https://goccf.com/t/86846 .See pic. If it is post mint damage It must have been done on a near new coin as the toning and wear is consistant all over. The rim appears to be undamaged. Any thoughts? Could it have been something on the Die?

I've seen genuine error coins labelled as " Struck Through Grease" that look similar to this. See this old thread for a more extreme example. I'd wait for some more experts to chime in before condemning it.

I do know the year, only because it is a Federation $1.

That's a real error and SAP has identified it correctly. Struck Through Grease or oil.
