I think you're right! Maybe VF25 Details and that might even be a favor.

Fenton, that's an ANACS slab. Anyway, they obviously upped it from the technical grade for the lovely graffiti.

those light blue labeled holders were at a time they weren't to proud of I am sure. I bought a 1909 VDB for my 70780 album in one of their holders and I cracked it out with my hands and left no trace of it ever being cracked open they were so easy to open. I put a Morgan dollar in it (I think it was a Morgan anyway) and closed it back up and took pictures to show how flimsy those cases were. I got another coin in a darker blue label and it was made a little more brittle and wasn't quite as easy to open, but with those light blue labels the coins could be4 changed very easily if the person took just the slightest bit of care doing so

I'm surprised to see this coin in a slab at all. With the damage it's ungradeable IMO.

for all the trouble and cost to submit, unless it was a free submission,
its a CULL, yet an important date, the slab only verifies its genuine...definitely not AU..
Rest in Peace

Honestly, this was probably some kind of clerical error.
