Can A Seller Do This By Ebay Rules?

I received the following from a seller:
"You recently bid on my 1964 XXXXXXX coin on 4/26/10 in the amount of $YY.00. My auction ended also on 4/26. I would like to offer you a "Second Chance" on this item; however, I cannot ship to China due to custom regulations on coins. If you have another address here in the United States, I can send you a "Second Chance" offer if you are still interested in purchasing this coin.

Thank you for participating in my auction"

I removed the details of the coin and dollar amount to protect the innocent (LOL). But can a seller do this?
Other info: ebay says the seller is in California and he has only 21 feedbacks. they are a recent member of ebay (1/11). I received this via an ebay message.

I'm not sure why he thinks I am in china. I too, am in California. the bid amount he mentioned was wrong as well but by only 10 cents. So I was wondering , could this be a scam and if I did this, would I be covered by ebay or Paypal protection?

thanks biokemist. This email is not a second chance offer per se, at least the way I read it. it looks like he wants to send one and if he does, I see how it needs to be sent. I guess it doesn't hurt to reply to his email to send a second chance offer. And if it doesn't arrive as described above, well, I guess I'll be sending that to spoof@ebay

When I get emails from " ebay", I always check my ebay Messages. If the email I got is not in my ebay messages, it's a scam.

I always forward the scam email to Spoof@Ebay.com with a copy of the message's Properties (right click on the email title on your email's messages' From/Subject list and down at the bottom is Properties. Go to the details tab. Copy & paste that to the forwarded scam email).


It seems to help!

thank you all. I sent the gentlemen a note to go ahead and send me a second chance offer. We'll see how that comes back. If I see it in the ebay messages then, depending on his offer, pull that trigger.

well it has been 2+ days and I haven't gotten a reply either directly from the seller or via ebay on the 'second chance offer' he was suggesting. Not sure this presents itself as a case for adding him to the discouraged sellers list though because he could have just decided not to do it. thoughts?
