There is no doubling of the Queen or writing...so of the two choices I'd say mis-struck. Can you determine whether the insert has actually encroached upon the collar or is there a strong imprint? Its hard to tell from these photos. Someone may have an idea of value but if truly a minting error it certainly carries a premium.
Cheers

That IS a very interesting coin. I'm tempted to say there is more going on there than just a double-strike. It would take someone with knowledge of how bi-metal coins are minted to say. It almost looks like the inner planchet was incorrectly centered when the two were struck.

Nice find.
I have seen other examples of this core error on some sites, about $100 plus depending on grade.

Quote: SHOULD I PUT IT ON FLEE-BAY... This offcenter-core toonie is well circulated & does not have a gap between the core & ring. I have been tracking Canadian errors on ebay for the last 10 years & I think it would probably sell in the range of $15 - $30. With Canadian error coins you never know for sure though! If a local coin shop offered more, go for it.
