No, and no one will. What you have is a "Loon" dollar, dated 1988, with damage to the first 8 that makes it look like a 3.

Related to the 1999 LMC that started out life as 1959.

Reminds me of "Benny", who used to make cut-out coin jewelry. Folks would say they were told they couldn't get a dollar necklace because there were no dollars made that year. In short order, they had a beautiful 1929 or 1932 Peace dollar cutout.
