Now~~~I don't know how useful this may be to your research on this coin, yet the heraldic eagle stamp is not the one used by Germany for their 3rd Reich coinage or the immediately following Allied Occupation coinage.

The eagle's wings on the Reich coinage of the WWII period are downswept, where your coin shows a parallel wing design.

The following is one example of what I mean by the downswept wings,

So, the stamp is not of any coin die, but of a military uniform or political symbol design. I hope this helps a bit.

I do not understand.

I must say, I never seen Soviet coin with that kind of mark. It looks like "3 BW" to me. And flayers you have is typical Nazi-German propaganda on occupied territories.
