1999 DC Quarter Error (Rusted Die?)

I know that this subject has been talked about before, but it turned into an argument because the person that was asking the question about the coin was selling them on ebay for $10-$20 without knowing anything about the error.

I have bought 25 of these on ebay and spent no more that 50 Cents for any of them.

I am not looking to sell them, I just want to know what could have caused the error. The "?" shape is raised above the surface.

So, experts? Any ideas, suggestions (other than where to stick my coin) Please let me know what you think went wrong. I know it's a die problem because of the number of these things around.

Here's a detail of the error and remember, I'm not trying to sell these, I just want to know what happened.

If it's raised,(and from your photo it appears to be), it's probably a die gouge.

Yes, it's raised, and I'm sure it could be a die gouge but if it is, the mint worker went nuts or dropped the die on a weird shaped object. That's why I thought rust. It has no pattern, no linear shape, and the height is all over the place. All 25 coins I have are exactly the same shape and height. I don't see it as a die crack... so next guess? Too bad it's not shaped like the Jesus-Morgan. I could use a big pile of cash right now.

So first guesses:
1-Rust (Mine and trust me that's ONLY a guess)
2-Die Gouge
3-? (Your Guess?)

I don't think it is a gouge, it might be rust, or it might be a flaw in the steel of the die. An inclusion in the die steel that was exposed when the die face was machined down. The die blank should have been rejected dut they missed it.

I do find it interesting but cannot really comment any further since the pixellation of the photo does not allow for viewing fine details of the area in question.

That photo is still slightly out of focus but I am certain it is some sort of die damage. It is probably not rust because working dies may only last a couple days due to modern high speed presses. They simply do not sit around long enough to accumulate pitting rust.

You can find many examples of 19th century coins struck with rusted dies. Philadelphia had the only die shop so they had to make their way from Philadelphia to the respective mints by wagon before use. Such a long journey meant that the dies could go through numerous environmental changes over the course of several months before they were eventually used and of course, those changes could lead to oxidation of the steel.
