From your description, it does sound like a die clash. When the dies clash, they will usually be resurfaced/polished which involves the use of mechanical grinding. This process will also leave fine scratches on the die that will then be transferred to the struck coins in the form of fine raised lines. Occasionally, not all of the clash mark will be removed so traces will remain after polishing.
