The RAM has admitted that they struck P counterstamp coins in Canberra before travelling to the Perth ANDA show in February this year. It clouds my take on the RAM explanation that counterstamps must be struck at the location. Read the RAM definition it says counterstamps are struck on the mobile press and not specifically at the location of issue.

Mintmarks are a raised letter with no surround
Counterstamps are raised letters with circular incuse surround
Privymark is raised square around an incuse letter
