This penny is smaller and thinner than a normal IH penny. I used another penny as comparison. What do you think it is?

Not an error, just a damaged coin. The reduced size, lack of rim, and pitted surface are indicative of chemical erosion, either intentional(soaking in an acidic liquid such as soda/pop) or unintentional(metal detector find in mildly acidic soil).
