Since the it is not going all the way through Tom's head, I am going to say it is a die gouge. It could be a crack and the raised portion on the bust just worn off from circulation, but I don't think so. It also appears too straight for a crack. A very nice find none the less!

Cool spike....does look like a die crack and the "worn off in circulation" though also makes sense. You can see the crack on Jeff at the base of his neck and nose which makes me think that originally it was raised right across him and did indeed wear off...

With a crack like that, it must have something to do with the way the die was hardened, rather than just metal fatigue of a well used die.

Larger and less pixelated pics of a proper orientation would help. A perfectly straight die crack that bisects the coin is not impossible but it is definitely improbable. Other coins I have seen with a similar appearance end up being cut with vertical displacement of the metal, making it appear to be a crack or gouge.
