Still rummaging through all this stuff and ran across these notes. My guess is they are, or were, supplied to keep ferriners from accumulating the real currency. Any thoughts on this are appreciated.

Most communist countries had special currencies for foreign visitors, to prevent the evil foreign Capital from contaminating the hearts and minds of the loyal proletariat. As it says in the blurb on the back, only certain stores were allowed to accept them or to redeem them for regular Chinese money. If an unauthorized Chinese national attempted to redeem them, they'd have been in for an unpleasant surprise, no doubt.

Their use was discontinued in 1995.

Or maybe they were used so the price would instantly go up, so getting more hard currency as it was termed back then.
