That is the residue of some type of glue that was used to hold it to a piece of card board. The glue in this case protected the portion of the coin covered in glue from discoloration due to sulphur gassing off from the cardboard and causing the coin to tone in an undesirable manner. I have several Indian Heads that were like that and I soaked them in acetone to remove the glue and then placed them out on top of a 4x4 post in my yard to even up the color of the coins. They are not worth much because they were probably polished up nicely before the glue job.
