Oily and green usually means you have PVC residue, you can use acetone to remove it. If a soak is not enough, wet a q-tip with acetone and lightly rub the coin while it is in acetone. A gentle touch is best and remember "wet on wet". Always use a clean bit of cotton to rub so you may need to use two or three q-tips to complete the job. Once it is completely removed, thoroughly rinse the coin with fresh acetone.

Use the Search Tab at the top and check out the many coin cleaning, cleaning coins, Acetone, etc posts. If your not familiar with flamable substances, Acetone is something to be carefull with. If it doesn't get rid of your problems with that coin, I suggest leaving it alone. You might end up donog more damage than it's worth.
Also, not sure what that is worth but if you end up spending a lot to try to fix it, you may end up spending more than it's worth. Remember if you don't have Acetone now, driving to a store to get some, with gasoline at about $4/gallon, you could easily blow a fortune for transportation.

Gotta go with Bio on this. If you don't already hve acetone...you probably should...view the cost as a longer term investment...

Obviously you are not aware of the fact that not all man made products are equal. DO NOT use things like Olive Oil unless you really, really know what it is. A name on a product does not mean anything.

Nice looking coin. Bio is right, it very well could be PVC and acetone is a good starting point. The acids in EVO will ruin the surfaces IMO. I wouldn't use it on any coin.
