Its a rinse in a substance called acetone ( very flammable, noxious stuff, use with care). It will remove any biological substance and some other gunks from a coin with out harming metal or oxidization (toning). It's very recommended for removing finger oils on coins. If you found a Nice red cent in circulation it most likely has some harmful substances that haven't done damage yet. Acetone will remove it with out hurting the coin.

Do a forum search for acetone and youll get lots of good info.
