Not following your questions. You want an opinion on the grade of this coin pictured? And if it is in your collection, of course it's out of circulation.

Your coin looks MS, but in the first pic, the area to the left of the bust causes me to think that it may be cleaned. Can you post additional pictures? NGC, PCGS and ANACS are all respected in the collecting community. As far as time goes, it depends on how much you want to pay. They each have different services and time periods for those services. Generally, it takes at least several weeks for the basic service.

I can tell you that with NGC it costs me $17 each way for Registered Insured Mail. My coins are always $30 Grading Fee plus $8 per coin Handling Charge plus $5 per coin for the Scratch Free Holder. Total $17+$17+$30+$8+$5=$77 per coin. In addition it costs $109 per year to be an NGC Member which allows you to directly submit coins. If you are a member of the American Numismatics Association you can submit without joining NGC. ANACS is the only good grading service that you don't need to become a member to submit. I have no knowledge or information of ICG.

1881-S is one of the sharpest struck date/mm combination of the whole Morgan series. That being said it is harder to find a worn 1881-S than it is to find a MS-64 or above. You coin looks like it was rubbed with a cloth at some point because it looks like it has scratches on the fields in front of the face. I am not real sure what your question really is but if you are asking if this coin should be submitted for grading, my answer is no. It looks cleaned and may be MS-63 even if wasn't. If you are asking how to grade a coin, that is something that just takes time and being able to look at allot of coins and reading some material on how to grade coins
