The Union Jack on the shield of the Britannia/Justice seated figure indicates origin or intended use in British territory. Information about them is hard to come by because they were struck illegally - they were deliberately designed to be obscure and untraceable, because in the early 1800s both Canada and Britain had anti-token laws in place.
They aren't listed in the Galata British token catalogue, which comments that "we have excluded most non-local pieces that were used in Canada". They are, however, listed in the Canadian token catalogues. So it's safe to assume these pieces, wherever they were made, circulated almost exclusively in Canada - as one can also assume from the "Columbia" legend.
