When roll searching I, from time to time, come across a ridge like on this coin. It is not a scratch. It does not go through the devices, but rather makes the devices slope down towards the rim. I can tell it is not PMD. So, what is it? How does it happen? Here is a full view of the coin. Notice this "ridge" encircles the entire obverse and most of the reverse. it's die wear, it kind of explains its self, as the die is used, it wears down, deforming devices especially the motto, this is really common on cents from the 70's and 80's, so it has no added value

I think it's been through coin sorters/counters a few too many times. Just PMD, in my opinion.

Did not think it had any added value. I am just curious as to how it happens.

This is die wear as Adam stated. It is typically found on the zinc cents. It is one of the characteristics of the zincolns.

It is less prevalent but it can be found on copper cents and other denominations as well. It just seems to be a lot more common on the Zincolns.
