It's a modern machine-made "Chinese" charm.

The four-character inscription surrounding the center square ("hole") reads chang ming fu gui which means "longevity, wealth and honor".

The large Chinese character in the middle is han which is the character used in "Han Dynasty" and can also refer to the Chinese people in general since they consider themselves to be the descendants of the Han Dynasty.

There are a few issues with this charm, however.

First, the strokes and proportions of the Chinese characters are not standard. It is as if someone who did not know Chinese was trying to copy the characters.

The second problem has to do with the dragon on the other side. If you look carefully, you will notice that the leg that is at the four o'clock position has 4 claws. The leg at the eight o'clock position has 5 claws.

I cannot tell you where this charm was produced or for what reason but I have never seen a dragon or Chinese characters like this on a charm coming from China or any of the other countries that use Chinese characters (Japan, Korea, etc.).
