Is this a permanent change or are they planning on returning to the Memorial reverse at some point?

Permanent, at least for 50 years or so, if they don't do away with the cent beforehand.

Not sure anyone I know likes that thing. I wonder if there is enough complaints they would change it. Most likely not.

I wonder if there was the same dislike for the Memorial reverse, in 1959, and the early 60's? Maybe over the past 50 years, we have just gotten used to what we have always seen, like the Memorial cent, the Roosevelt dime, and to some degree the Jefferson nickel.

What do you suppose was the overall sentiment in 1946 when they put Roosevelt on the dime, or in 64 when Kennedy was put on the Half Dollar?

Its hard to tell, because there was no way to document for the future, or I guess its the present, oops, now its the past... Anyway, there wasn't a way to document like there is now.

1946 dimes and 1964 halves were apparently very popular due to the massive hoarding that took place. It also probably had a lot to do with the fact that both designs came about because of the death of a US President so that would tend to make them more endearing designs. Those two coins were special cases though so your premise probably does hold for most other design changes.
