Always thought this was unique, so I posted it. Does anyone have any input on this Federal Reserve District Seal anomaly?

Looks like while it was wet, someone touched it and then left that finger print right next to it... No expert, but thats what it looks like to me.

If it were considered an error (and I am not saying it would be) it seems like it would fall into the "ink smear" category.
