A leap in the dark perhaps, (P)atriotic (O)rder (OF)
(A)merica.
I've seen similar before, but they were 18th & 19th C. This looks newer, particularly the gilding. There's something strange going on in the centre too, where the white enamel around FE leads through two lightning bolts?

No. The PO of A was a womens order, late 19th, early 20th C. that I know of, but I believe it has earlier roots.
