I am unable to read the prefix but if it is EKX then it is worth over $1,750.00 asuming it is genuine of course.
That could explain why someone would be willing to pay over face for it..

$1000 dollar bills are getting hard to find in great shape. they don't make them anymore and when the bank gets them, they are suppose to keep them and not put them back out to the public. (not sure why) And like neweden explained, certain serial number prefixes are rare. some people collect varieties in coins, others collect prefixes in bills.

allegedly, $1000 bills made it too easy for criminals, so they were discontinued. So, if you want to collect them, you'll have to pay!
