It is very well defined, probably struck through steel wool or a piece from a steel brush (from cleaning/polishing the dies) not just thread. Good eye!

No, not unless it is a real long 'thread'. In fact, they are detrimental to value when you find them on specimen and proof strikes. If you could find a series of similar strike-through coins (consecutively struck coins), in mint-state condition, that might be worth something to someone
