Just found a 1997-D brass plated cent. See Ken Potter has them for sale. My question is, how rare are these?

They are not all that rare. I have found a few different dates in my roll searching over the years. They are cool to find.

Is there an easy way to tell if you have a brass plated cent?

Yes. Buy an uncirculated roll and if one of the coins looks more yellow then copper you have found a brass plated cent. In searching circulated rolls it's hard to tell weather it's a brass plated or just nice toning.

I find one every now and then.Although I stash them away, I haven't seen much interest in these.
