2008 Penny Missing Serif

The 'H' in Elisabeth seems to be missing its serif in its top left corner. This can be caused by different working dies. I found a few of each and this is happening on 2009s and 2010s too.

Particular in 2008, the mint had a hard time with plugged dies. You will find similar missing serif on other letters.

...So it would be safe to say that this kind of variety is relatively common for this year? Was it corrected in 2009?
