I bought the Special Edition $2 Coin Specimen Set - Elk Calf (2011) from the mint, but I found a very obvious straight line from the top letter "D" to the bottom letter "A" on the loonie. Is it normal for a coin in a specimen set? Do you have the same problem? Is this a mule loonie?

This is not a mule, a mule is a coin with a different obverse to the reverse or vice versa..
What you have is an over polished coin which is usual on a cameo coin like yours.
