Yes, the silver medal was struck by the US Mint in coin silver (90%). It was authorized by Congress and signed into law by the President. It is considered a National Commemorative medal.
If you're still interested in learning more about it, I can probably find the mintage figures and maybe the designer in my files.
As far as the tokens go, I don't have any details, unfortunately, other than they are four of the many "Good For" tokens that were issued as fund raisers in the 1960s.
