So this guy won my auction, its the one in my signature. Anyways after the close of the auction I get this message from him:
"I am sorry can you please cancel my bid because I just realized I have no money in my bank"
How should I proceed? Is a negative in order? File a claim with Paypal? Please advise.

So I offered this as a second chance offer. Will see what happens from there. As for the orginal winning bidder, what actions can be taken? And what about the orginal fees I incurred from the orginal sale? Will those be replaced with those fees from the second chance offer?

I believe that you are talking about an E-bay auction. If so, buyers cannot receive a negative. I would contact E-bay and file a case, this way you can recoup the money that was paid to E-bay for the end of sale auction fee and also the listing fee. You may also consider the option of a "second chance" to the next bidder in line and see if that person is interested. From the sound of it, the reply that you received from the buyer is typical for "buyer's remorse".

I sent a second chance offer to the next bidder a few minutes ago. Now I am concerned I will have twice the fees to pay now. Will have to figure out how to file a claim to get the orginal fees refunded. I think its BS buyers can't receive a negative if they choose not to pay.

You should see a link to "Resolve a Problem" on your auction when it's ended....just follow the steps from there. I deal with this a lot. You have to wait 4 days before you can open a claim....and then an additional 4 days to get your money back from the fees. I don't understand why ebay doesn't wait to charge you until your buyer is paid....it would make everything so much easier that way.

I'd just like to point out that the description in your auction is a bit off.
You list the 1976-S Quarter as being 80% silver, when it is actually 40%.

Just an update...the buyer finally paid today but I just issued a refund as the buyer had backed out and asked to have his bid canceled plus I had already relisted and sold the coins. And I explained that in the note along with the refund. Just crazy! Hope I don't get a negative in retaliation.

Welcome to E-Bay! I sell coins on E-Bay, not many, but a few that I am not interested in keeping and it is a bit of a pain in the butt. Unfortunately, its the only current way available to get a coin out there to literally hundreds of thousands of potential buyers. Their system stinks, especially because they have little protection for sellers, but its the best we've got for now.

I have sold more than a few coins on ebay. I have had two non-paying bidders, and I have reported both after communication efforts failed. In both cases, I did recoup the related fees. To me the largest downside to ebay is the average selling costs of 12%. Most of my auctions place me in the 9% final closing costs bracket. On top of this is the 3% average PayPal charges to handle the payment process. Now, seeing that ebay no longer allows cash payments as options, you can see why I wish there were a better venue than ebay.
