I am new to all this . This coin is a 1/4 turn out from front to back and has the writing "fifty cents or half a dollar"along the edge. I have asked many coin dealers about this specimen they always tell me "it's fake it has been cut in half and reattached 1/4 turn out" I tend not to believe these assessments. Does anyone know of a coin such as this?

From your description, you have a coin that was struck with a rotated die. It can be as simple as a press setup error or a die can works its way loose while coins are being struck. It was not uncommon for early American coins to be struck with a rotated die, some examples are even known to be in medal alignment.

They may be "coin dealers," but they know nothing about coins.

to CCF Heartones. I think we would need to see some good photos of your coin, front and back and a close up of the edge.

Only if the letters on the edge show that they have been split and the tops of the letters are a 1/4 turn displaced from the bottoms of the letters. Otherwise it is a rotated die which is not too uncommon on the bust halves. And if that is the case I don't think I would ever trust anything those so called "coin dealers" told you about anything.
