I am not convinced that this coin falls into the "Fine" category. If it does, it would be the reverse that would pull it that high. The obverse is only showing two full letters "LI", everything else appears to have been worn off. Parts of the left hand side rail are visible but not enough to get the obverse into "Fine" category.
The coin can go as low as $15.00 in Good Condition to $32.00 in Fine condition.
Hope this helps some, but I just do not see Fine Details for this coin.
I agree it would be a bit below average for F-12. I'd be more conservative and call it VG-10. It's a decent example of this common date but I think you overpaid by about $15.
