That series has several scarce varieties.
Besides this one there's the light version from 1942 and the heavy version from 1943.
They are very hard to find and impossible to detect from just viewing pictures.

Correct!
The coins from 1942 are generally 1.6 grams and those from 1943 on are 1.3 gr.
The heavy coins with same diameter are obviously thicker
With a pile of these coins before you, you can generally identify those from 1942 without looking at the year.
I went through lots of junk boxes without ever finding one.

I have what I believe to be a similar Vichy State 1944 Light 1 Franc small c. Any advice on how to estimate its value and sell it would be appreciated.

With a couple of good pictures on ebay, you should get a good price.
To have it correctly identified, you could post your pictures here.
