As I understand it, a partial collar will always be off centre. I have one of these in an Australian dollar. They are certainly worth a premium, but I wouldn't part with mine for quids.
They are not all that common in Oz, but we done't produce the same number of coins that you do in the US.

If the collar is evenly jammed down around the anvil die but not jammed down so far that the field of the anvil die is flush with the top surface of the collar, an planchet can fit centered on the anvil die and will show a partial collar all the way around the coin. If the collar is jammed down lower on one side you can still have a centered coin with a tilted partial collar.

I found a 1966 quarter just like this a couple days ago... The obverse is off-centered but the reverse isn't. is that odd?

If the reeding were parallel to the bulging unstruck edge, then it would be what is affectionately known as a "railroad rim".
