Cleaned And Retoned Or Partially Cleaned - How To Tell?

However dumb it may sound.. how do you tell whether a coin was once cleaned and has partially retoned since then, or was partially cleaned (someone tried cleaning and stopped half-way)? Would the first be considered any "better" (more desirable) than the other?

Cleaning a coin almost always leaves behind evidence of the dastardly deed. AU/MS coins will have impaired luster while circulated coins will typically have hairlines and "halos" around devices. I do not believe in the existence of a "partial cleaning". It is kind of like death- your coin has either been cleaned(damaged) or it has not, there is no middle ground. However, a retoned cleaned coin is almost always preferable to an excessively bright circulated coin and the value will also be affected accordingly.
