This looks similar to the marks (on the Lincoln Cent reverse) left by the feeder arm scraping across the die. If not scrap marks, it may be abrasions left by attempted removal of a clash mark.

Just a polishing to cover a die clash. A lot of acticity could happen in this area during a clash:

Possibly the abrading wheel skipping across the die
while trying to polish out a die clash ?

The Mint workers tried to polish away the clash lines here..it's a mix of clash lines(the larger, thicker ones), and, finer polish lines...the "Tiger Claw" Variety is on 1971-D coins, and, is stated as a 1 die coin, thus, pretty scarce...I have found 1 in 3,000 hunted, so, that shows you how rare the 71 is...more info on the Ikegroup.org website.
