Where there two different dies in 71-74 that had different eye areas on Pres. Kennedy? I have a 71 and 74 that look like the first photo, and of course all the rest look like the bottom photo, which is also a 71.

Hard to tell with all the crud on the coin. Most likely explanation is that the dies were excessively polished which abraded the area around the eye causing it to lose detail.
